[MC-119402] Clone command drops lots of pistons

The bug

Cloning a powered piston with /clone command in a repeating command block, will drop pistons out of the cloned piston.

After some testing, this only creates items when an extended piston with its base is cloned to a second location along with a power source. It doesn't matter if the second piston is powered by a block not being replaced, the piston still drops items. The question is if the arm or the base is the piece getting destroyed and dropping the item. I'd bet the arm.

Confirmed for 1.13.1, only seems to happen if the piston head is facing east or south.

I can confirm this for 18w47b, like @Oval said the dropping only happens when the piston is facing EAST or SOUTH, but when facing NORTH or WEST it looks like the block is constantly breaking, but it doesn't drop any items
