This is not a bug, the Villager is standing on the chest block.
When a chest opens, it collision box does not change.
Confirmed, not a bug. Hit F3+B and you will see that the hit box does not move when the chest opens. This is not an issue related to villagers. Apart from that, I don't believe Mojang has any future plans to fix this.
