Confirmed, not a bug. Hit F3+B and you will see that the hit box does not move when the chest opens. This is not an issue related to villagers. Apart from that, I don't believe Mojang has any future plans to fix this.
I believe this is the bug that adds the unintended "BUD" feature with pistions which is much loved.
This is controversial, I'm sure this is not an issue. There would be no reason to unless you were going to use it as a mechanic of some sorts.
Though, it would be nice to see a way to make certain unusable blocks to usable or vis-versa by attaching NBT data to them such has you can by the following command arguments:
CanPlaceOn:[]
CanDestroy:[]
It would be awesome to see something like:
CanUse:[]
