[MC-121867] Rocket boosting into a wall applies kinetic damage multiple times

If you rocket boost into a wall, you keep getting kinetic energy damage over and over, about two or three times per second.

Command to easily reproduce:

1.12:

/give @p fireworks 64 0 {Fireworks:{Flight:127}}

1.13:

/give @p firework_rocket{Fireworks:{Flight:127}}

That's hard to say, because I can't manage to actually boost, it keeps launching the firework rocket. But at least I can confirm that it affects 18w01a.

Now that I think about it again, this might actually be WAI. If you mounted a rocket engine to your back and placed your head against a wall, it would be pretty squished. A developer should decide.
