The bug
Cannot place bells, buttons, lanterns or levers on the top of a hopper. But things like redstone dust, flower pots and torches can be placed on top of hoppers.
This is inconsistent and should either all be placeable, or none.
Note: if none will be placable, pressure plates and rails still should be placable, as they don't actually float (they stand on the edges).

No in 1.12.2 and below you can place buttons and levers on top of hoppers

WAI? really? Completely disagree with the current resolution. I can place redstone dust, pressure plates, torches, repeater, comparator, rails, even a flower pot. But not a lever or a button? I question the reasoning behind this WAI resolution.

I just tried updating a 1.12.2 world that had buttons on hoppers. As soon as the hoppers were locked or unlocked, the buttons popped off and went into the hoppers. Inconsistent behavior from 1.12.2.

Still cannot place buttons or levers on top of a hopper, but we can place them on the bottom.

Confirmed for 1.13.2-pre2.

This now also affects Bell and Lantern. Yet these, along with levers and buttons, can be placed on the bottom of hoppers.

This seems to be changed due to MC-92385
ALL redstone components should be placeable on hoppers like in 1.12 and lower.
Without this there are a good few things built in 1.12 that are now completely broken if you remove the component from the top of the hopper in 1.13.
