[MC-122642] player can spawn in a ravine

when i created a new world, i spawned at a ravine with no way to exit form it.

WAI, spawning only looks for the highest solid block in the coordinates it looks it, which in this case happens to be a ravine.

Though this is annoying, I'm not sure if this can be considered a bug, that's just how the spawning system works. 🤷

Please check if that's an issue in the latest 1.13 pre-release.
