Wall-mounted banners / skulls are treated as full blocks

Wall-mounted banners (and skulls, apparently) seem to be operating under the false impression that they are full blocks. Panes, bars and fences connect to them, torches and levers can be placed on top of them, the whole nine yards. This doesn't seem to happen with standing banners, or any other wall-mounted blocks.
