Tab-completion/command suggestions only work for the final argument

To reproduce, type a simple command

/particle flame ~ ~ ~ 0 0 0 0 1.

Now move the cursor to flame, erase it, and try to type a new one, including pressing TAB. You are left in a lonely world absent of any assistance from the glorious command suggestion helper.
