@@unknown, in case you meant the sidebar, that is now included in MC-123778. Or were you talking about something different?
I created 4 teams and colored all four. After adding entities to each team and adding the effect, it did not work. I closed the game out to test the scoreboard feature in 1.12.2 just to make sure it works there. Once I saw it did, i went back into 18w07b and tried it again. After enabling the glow effect, the team colors showed.
