[MC-124397] Scoreboard scores/settings don't save when exit world

When you exit a world the scoreboard.dat file is not saved causing nothing to be saved but scores and scoreboard settings can be change and saved ingame until you exit the world.

I'm confused too now i just made a new world and doesn't happen and i tried making a world in 1.12.2 and updating the world to the snapshot and still nothing vary weird...
