Command suggestion toggle only toggles initial display of command suggestions

The bug

Disabling command suggestions stops them from popping up by themselves, but if you hit TAB they will appear anyway. Possibly intended.

Hm, when I turn command suggestions off and type that provided command, no box appears unless I press TAB.

^ box only appears when I press TAB. "<item> [<count>]" shows up when I don't press it.
