You are in the wrong project report this in another that I doesn't know but I think you should report in MCPE
Your datapack is not working in 20w49a it needs the "min_y" and "height"
I can reproduce this issue in vanilla. it's very strange it looks like this biome generation error only affects ocean.
Press F3 + C for 10 seconds to crash the game then attach the crash report here.
