This is probably due to the fact that /locate no longer works on far away things. They have to be "Nearby"
What's the point of the maps if they only work when the mansion is nearby? If you searched for a while without going too far out, you would eventually find it yourself pretty easily. I really hope this gets fixed soon.

Can confirm this bug exists in 1.13 pre-release 1. I found a cartographer in a village near an ocean monument which got an ocean monument map but no woodland mansion map.
@Calvinator1 Cartographers only generate Explorer Map trades for structures that haven't been discovered yet (those whose chunks haven't been generated yet at all). So if you discovered this Ocean Monument before you generated the Explorer Map trade, then I would buy that map (if you're playing Survival in that world), as that means that there's another Ocean Monument not too far away.

This still applies to pre-release 4 although now the ocean explorer map is missing, and /locate Ocean_Ruin still works but not /locate Mansion

I can unlock ocean monument map right now in pre6,but still cannot unlock the mansion
Cant confirm is this is related, but in pre6 going back in to try and unlock those maps on a pre-existing cartographer causes it to timeout everyone on the server and eventually locks the Villager so you cant open a trade window with him anymore

Found cartographer in pre-6 in world originally created in pre-3. He would not unlock anything beyond blank map.
Cartographers have a range of 100 chunks in every direction to find an ocean temple or a mansion. If there is neither, the trade will not be unlocked.
We might add some visual cue later on to point out that the cartographer doesn't know any remarkable location.

This is going to make finding woodland mansions very tedious, especially since you'll have to carry around enough trade goods to unlock cartographers as you find them. Ocean monuments are common enough that cartographers aren't needed most of the time, but mansions? I am not a fan of this change.

Umm, this was not how it worked before. 100 chunks is what, 1,600 blocks? Most Mansions are anything up to 10K+ blocks out from 0,0. This simply does not seem like a good change, if it is "Working as Intended" :/
In 1.12.1, the search radius was also 100 chunks. Nothing changed about that in 1.13.
The cartographer behavior was not changed between versions, beside the fact that now, we make sure it returns a valid location (no more no mansion when reaching the map location) and we scan for already existing chunks (which was not the case in 1.12.1, we would skip already existing chunks, leading to a lot of funny side effects).
If you have a case in 1.12.1 where there is a mansion more than 100 chunks away from a village, and the villager give you a map to it, I would like to examine it. Remember that you can't pre-visit the mansion in 1.12.1, or the villager will just skip the chunk.

Then adding 1.12.2 as affected. Mansion/temple maps were implemented to find those even thousands blocks from player, like it was in 1.11.
Using the seed 'mansiontest' in 1.12.2 to test this. Using a brand new world, I got the following results:
Received map in village at -1384,74, -855. Nearest mansion on map found at -775, 75, 626. All good there.
Received map in village at -1176, 68, -366. Different mansion on map found at -18500, 86, -3382.
Using the same seed in 1.13 pre-6:
Recieved same map in village at -1384,74,-855. Nearest mansion on map still found at -775,75, 626. All good.
Cartographer in village at -1176,68,-366 does not give any map to any woodland mansion. This is what the bug is.
So in 1.12.2 it appears you can get cartographer mansion maps that will lead you to a mansion from tens of thousands of blocks away. In 1.13 pre-6 you can't get the second map at all. That I think would be considered a bug as it makes finding additional mansions nearly impossible and is different from 1.12.2 behavior.
Is it 100 chunks from where the cartographer spawned, or 100 chunks from where it is when you try to unlock the trade? What would happen if you took one that didn't give you a mansion map, put him in a minecart, transported him a few thousand blocks in some random direction, and then tried again at unlocking the trade?

Isn't that a bug in 1.12 ? -18500 is way more than 100 chunks
“Works As Intended”? Really??? This reminds me of an old joke:

OK, seriously:
· I believe this bug stems from /locate command bug (see MC-126244). The same code is probably called when trading with cartographers, throwing eyes of ender, etc.
· “A range of 100 chunks in every direction” in version 1.12.2 is simply not true. 100 regions (51200 blocks) – maybe, but definitely not 1600 blocks.
· The /locate command finds ALL STRUCTURES, including Strongholds. So if the intended behavior is to limit its range to 100 chunks, then you can’t find a Stronghold and therefore ”win” the game if there are no Strongholds within 100 chunk radius of spawn. This is a gamebreaking bug!
· Cartographers in all the versions 16w39b through 1.12.2 indeed worked as intended. (I had traded with cartographers in those versions across more than 20 different Minecraft worlds without a single problem. The Mansions on cartographers’ maps would almost always be more than 5000 blocks away, often 10k+ blocks away.
· Most of the 13-snapshots including the latest 1.13-pre6 DO NOT work as intended.
se Please, remove Version 1.12.2 from affected versions and reopen the issue for 13-snapshots.
@unknown No need to be agressive. Up to this point, all I got was "It doesn't work". Now I have proof and data to work with.
I will check again tomorrow how comes that a range of 100 in 1.12 and 100 in 1.13 are not equivalent at all.
I asked for test cases and I got them. So reopened.

Thanks, ProfMobius, We'd like to see 1.12 behaviour back. 100 chunks is really small area in case of rare structures like mansion.

[media]@unknown, in which version was that world generated? And your screenshot doesn't show that the trade is missing, have you tried clicking on the button with the arrow to the right?
it was created sometime before 18w16a (I went through the snapshot that regenerated all the terrain after that).
That arrow to the right is dimmed out and not active, i.e. the Cartographer is out of trades.
(Notice the arrow to the left is not dimmed (and both arrows not dimmed in earlier tiers)).

Hi Casper, try with a new cartographer generated in this pre-release. My old cartographers wouldn't unlock the mansion trade but the new ones do.

I can confirm that this bug, or some form of it still exists. Cartographers will always unlock maps to the nearest mansion, regardless of whether or not the chunks/regions have been explored. In 1.12 whenever a map would be unlocked it would always lead to an unexplored area. This is especially problematic for servers. The map size may also be too small? It also causes large lag spikes, but this may be related to MC-130449

It appears that you have to be near to the Woodland mansion to unlock the woodland explorer map trading option. The
locate Mansion
command doesn't work either. There should be a way to get the map even if you're 100k blocks away from the mansion.
