Cartographers generate maps for existing Mansions and Monuments rather than unexplored ones

Cartographers will always unlock maps to the nearest woodland mansion or ocean monument, regardless of whether or not the chunks/regions have been explored. 

In 1.12 whenever a map would be unlocked it would always lead to an unexplored area. 

This is especially problematic for servers.  (Especially larger servers) .

The map size for generated maps may be too small.

Seems to be fixed in 1.13.1-pre2, at least for mansions. Someone may need to reconfirm this, but I was inside a mansion, and the cartographers I spawned inside it didn't unlock a map to it, they instead unlocked a map to one thousands of blocks away.

This bug is fixed in the latest snapshot, but you can only get an explorer map of a new structure if you get a new cartographer. Each cartographer only sells one unique map for a woodland mansion/ocean monument. Also, when I played in a world originally created in 1.14.4 in the latest snapshot, I could get new woodland explorer maps by summoning a new villager, like in newly created worlds in this snapshot, but I couldn't get new ocean monument maps, even after having explored the chunks in the latest snapshot and after having killed the original villager and summoned a new one - unless I teleported myself far away from my original location and the monument - I would still get the same ocean explorer map.

In my opinion, it would be good if more testing were done, because this bug still kind of occurs in worlds created before this snapshot and you can still get only one unique woodland/ocean explorer map per villager.

@Loek van Vucht, that is the way these maps worked before – to get a different map, you needed a new cartographer. Each cartographer sells a map to a particular spot. It sounds like it's mostly back to where it was before, which is a good thing.

@Diane Donaldson Okay, so I figure that's the intended way. I remember having to get new cartographers for new maps back in 1.11, but glad to hear it's not a bug 🙂

Also, I've found why I kept getting the same ocean map for each cartographer: the fix works for newly generated chunks only. I figured it would still work if you discovered the chunks of the ocean monument again in the snapshot, to then come back and get new villagers. I assume you only need to have not yet discovered chunks for the ocean monument/woodland mansion only, because that's what this fix tracks: whether those have been visited. It's sad you can't go back and make the game realize you were in the chunks again, but you could delete the region file that the structure is in, then generate the terrain again, of course.
