In my realm server, we are searching for water monuments and woodland mansions. We acquired one of each maps from a local cartographer and explored BOTH the woodland mansion and water monument.
After exploring them, we found a new cartographer, traded them up to sell the explorer maps, and bought the maps. They reveal the same maps from the previous cartographer, however their maps are unexplored.
If we buy a map from the first cartographer, we get the same map with the areas where we have been revealed on the map. Buying a map from a second cartographer reveals the same map, but completely unexplored.
This can be seen in the provided screenshots of a local woodland mansion and water monument. One map shows a partially explored map proving that we have been to the location. The other map shows the same location, unexplored, bought from a cartographer after exploring the first map.

Edit: I was able to recreate this in creative mode using the same world seed. As can be seen in the screenshots, despite having visited the woodland mansion and travelling 16000+ meters, I'm still getting the same map from cartographers.

I've been experiencing this at least since 1.2.5, running locally on Windows 10.
It happens even with a different cartographer whose tier 4 trade has just been unlocked (who only had a tier 1 trade when the first map was traded and explored).

If all cartographers "close" (< 40000 blocks) to a woodland mansion, you already explored, give you explorer maps pointing to that same mansion, but cartographers bred right within that same mansion, are giving you maps pointing to another woodland mansion, I get the impression, that the check, if a woodland mansion is explored or not, simply consists of checking if you or the cartographer you are trading with are within that mansion (because then it must have been explored, otherwise this wouldn't be possible). I am just kidding 🙂

Any updates on this? We've had bother with this on our realm for over a year now... 😞 we just want to go to a new mansion.
