Mesa mineshafts often generate inefficiently

The bug

Mesa mineshafts often generate in a way that most or large parts of the mineshafts would be generated floating and therefore are not placed. This causes rather small mineshafts and makes them rather uninteresting. It might be good if they were instead generated based on their surrounding terrain.

shows a rather extreme example of this problem. This visualization was possible due to MC-125138.

How to reproduce

  1. Create a world with the following seed

    -9144014475768710727
  2. Teleport to mineshafts

    /teleport -85.56 71.00 737.47

    → ❌ There only a few mineshaft pieces

Won't Fix = this is a bug, but we won't fix it; Works As Intended = This is not a bug, but by design (or side effect of).
