Whenever I try and open the new snapshot, 18w07a, the game crashes and re-opens the launcher saying "An unexpected issue occurred and the game has crashed. We are sorry for the inconvenience."

I too have a similar issue. tried clearing out versions, assets, library, and also cleared out resource packs and other extra folders from ~/Library/Application Support/minecraft
Short of completely removing the application support folder nothing seems to be working. I am able to successfully load up a new, and older 1.12 and earlier versions without problems.
EDIT: renamed existing ~/Library/Application Support/minecraft to ~/Library/Application Support/minecraftRenamed and allowed the launcher to create a completely new setup. I was able to create a new world and load it. Obviously all my previous content is not here. will try bringing worlds into this setup and see if I am still unable to load new snapshot world or not.
