I was swimming in the ocean and came up to the surface where it was raining, but the sound was not there. I checked every setting regarding sound and no change. I've had this a couple of times but don't know what could trigger it.

It seems that splash particles don't form at the surface of the water either. Perhaps that's connected, since it seems like the rain just disappears when hitting the surface of the water rather than actually colliding with it and acting as expected. Also affects 18w11a. Upon further combing through the bug tracker, I found this bug: MC-2313. Given the resolution of WAI, I would say the bug you are experiencing is an intentional behavior, but it is caused by the bug of splash particles not appearing on the surface of the water, so a new bug report may be needed.
