You can see underwater even with no light sources

You can see underwater, even if there are no light sources, even if you are locked in a flooded room.

What I expected to happen was...:
I expected the place to be completely dark, since there were no light sources and i had no enchantments or effects on myself.

What actually happened was...:
What happened was i gained visibility with the same light level as if it was day or as if there were light sources nearby.

Steps to Reproduce:
1. I got into creative mode
2. Set time to night
3. Got underwater
4. Surrounded myself with blocks while underwater, still able to see
5. Changed game mode to survival, no changes
6. Changed back to creative
7. Removed water by putting blocks
8. Locked myself inside an empty room
9. It got darker as expected
10. Added water, i gained visibility

Confirmed. Perhaps the "night vision" water should only be set when there's direct access to the sky.

Yes, this is true. For example, in a cave you can walk into a waterfall and you'll get night vision effect, so this can be used for cheating. Note that when you walk out of water, the effect will be gone.

The maximum light level of the underwater vision effect should match the maximum light level provided by the environment. Even if there is access to the sky, it should only ever be as bright as the surface at that time. So at night, underwater would get darker too, or in caves it would be dark, and elsewhere. Right now it is a surprise to swim to the surface and realize it is night time.

Can confirm this, just noticed that it still stays bright underwater even during night time. Definitely still an issue up to 18w10d.

Edit: Just referencing the submersible light block, the light around it when in the water, and the water clarity.

I think we can consider this fixed with the water visibility changes in 18w15a, the day/night cycle now works underwater, flooded, closed rooms are just as dark as rooms filled with air too.

No, your visibility still brightens the longer you are underwater, they didn't remove the night vision at all. A cave full of water that should be pitch black is easier to see in than a normal cave. And things look far too bright, especially in the distance where it is a bright blue color in the deepest depths of a deep ocean.

There is no more "night vision" effect underwater. Light works underwater just as it does above water, however light travels further than it used to (1 light level dropped per block, as opposed to the previous 3)
