[MC-126774] Underwater ambience sounds keep playing in the title screen

Underwater ambience sounds don't stop when leaving the world.

How to recreate:

Enter any world and go underwater
Set your volume at the maximum
Leave your world
The ambience sound will keep playing in the title screen

MC-102403 is about a sound playing when you enter a world.
This issue is about a sound playing in the title screen, so this can't be a duplicate of MC-102403.
However, this doesn't affect the latest snapshot (18w10d) anymore.
