[MC-100180] Minecart sound plays for stationary minecarts

I have some stationary hopper minecarts inside blocks and they constantly play the minecart rolling sound. The subtitle doesn't get shown, but I think I had them before, too.

Steps to reproduce:

Build the following setup:

Place down a minecart on the rail and an armor stand in front of the piston
Activate the piston

Observed result:
The "Minecart rolls" sound starts playing, but the subtitle does not show up.

Expected result:
The "Minecart rolls" sound does not play.

I currently have the same setup in which I discovered this bug, but it got destroyed and re-built in the meantime. It should be exactly the same, but I don't get the subtitle (I removed the sound with a texture pack). So I think it's fixed for 1.9.4.
Could you please test it, @unknown?

Had a similar issue recently in 1.12.2. I was riding in a minecart in one world and exited to the title screen, and the minecart rolling sound continued to play. Entering a different world doesn't fix it, entering the original world and dismounting the cart does nothing. Only exiting the game and rejoining stops the sound from playing. Just did a quick test, the sound does persist on the title screen when following the steps in the video that was provided. The description should be edited to include this information, as the sound persists even outside of the world it occurred in, which is a much bigger issue.

This bug might have already existed in 13w02a: https://youtu.be/4yjiNJFe39Q?t=866
(Etho says that he's in the snapshot earlier in the video and talks about animated textures, so it must have been 13w02a. The date also fits, the snapshot was released 4 days before the video.)
But it could also be something different causing it, maybe something left over from the furnace minecart or because there were multiple minecarts intersecting with each other.

This bug report appears to be two different bugs in one. The original bug report at its creation was that stationary minecarts played a rolling sound indefinitely, as shown in the video in the bug report's description. However, Avoma may have misinterpreted it as the subtitle for a stationary minecart (that, too, only when placed) falsely appearing, instead of the sound actually playing, as seen in his two attachments they added. This is also what the "duplicate" report MC-261788 was referring to; these issues have a clear difference.
