[MC-126801] The tropical fish item does not use the correct texture or name

The tropical fish texture only uses the clownfish texture, while it could easily use multiple layers to display the new colors of tropical fish, similarly to spawn eggs pre-1.13.

Probably because giving each tropical fish a unique item would have them be separate items that can't stack, whereas buckets can't stack by default.
