Can't set/unset banner markers on maps with 'vanilla' datapack disabled

Go into a world, grab a map and a banner.
Try put it on the map. Hey it works!
Now disable vanilla with /datapack disable vanilla
Try again. It won't work...

I expected there might be a recipe for it or some sort of action detection that is in the vanilla pack. But there wasn't so I was confused.

Works as intended. Disabling the vanilla data pack will disable gameplay that is not specifically in the pack, like leaf decay, and this.

But then there should be a way for datapacks to reimplement these gameplay features regardless, otherwise keeping gameplay features like these without having recipes, loot tables and such is just unrealistic.

Either these gameplay features should just be enabled anyway, since they don't fall in any of the categories such as recipes, loot tables, structures etc. Or they should be put into datapacks for customizability under miscellaneous or gameplay elements or whatever.

Extremely late answer but yes, there is a way for datapacks to reimplement these features: this behavior comes from the #banners block tag
