Buckets cannot be emptied against blocks with the state waterlogged

The bug

Water buckets and lava buckets cannot be placed against blocks with the waterlogged=true state. Note that for chests, you already need to use shift-click to place water inside the chest, so allowing shift-click to place blocks against waterloggable blocks does not entirely fix this issue.

Steps to reproduce

  1. Place a waterlogged=true block, for example a slab:

    [media]
  2. Right click on the top face of it to place water:

    [media]

    → You'll see that nothing happened.

Note: This also affects double slabs, even when they are not in water.

Water is now placed IN those blocks. But true, it should be able to place ON them WITH SHIFT pressed. That would be intuitive.
Also this bug affects lava bucket.

The lava bucket cannot be used to place lava in or against any block that can have the waterlogged state. Clicking and shift-clicking both do nothing.

Confirmed this also affects version 18w16a

Yeah this is troubling... it's strange, especially for double slabs, where water cannot even be part of the block given that it takes up the full 1 m^3, but you still can't place water on the block, on any of its six faces.

For lava bucket in 18w19b, I cannot place lava adjacent to and when clicking on: stairs, (double) slabs, fences, walls, chests, trapdoors, ladder, sign, item frame. Regardless of shift.

The chests are always opened.

For ladders there is bucket animation.

For Item frames the bucket is placed into it.

This is inconsistent considering that shift is used with placing adjacent to the targeted block, so as to not access or change the target.
