Sponge deletes waterlogged blocks

To reproduce:
1. Place a block that can have water in it (e.g: stone slab)
2. Place water in that block
3. Place a sponge adjacent to the block

The entire block (slab included) is removed, rather than just the waterlogged state being set to false.

Same problem as in [MC-126908]

@maggstrom - that doesn't appear to be the same issue. This problem is that sponge blocks delete waterlogged blocks (sponge should not break the blocks), that issue is that waterlogged blocks don't leave behind water when broken.

@unknown Alright, I didn't quite understand that correctly, sorry.
