If you mean the block, then this is a similar issue to [MC-126914]

I've experienced this too. A water bucket dispenser will dispense water into a waterlog-able block (such as stairs) but when powered again remove the water AND the block (like stairs)

Confirmed for 18w19b.

it is in 1.13-pre1

i have encountered it for some time now. but hasn't reported it.

have tryed with slabs and the same issue is till there.
