When I want to stop the rain I usually use the command "/toggledownfall" but in those versions it don't exist

WAI. Now use /weather clear [time]

Why would they remove /toggledownfall? It seems like such an easy alternative to the /weather command to turn off rain quickly.

because it was only used to turn rain off and lasted maybe 5 minutes; as stated, /weather is a better way and as such the “replacement”.
