Water flowing onto waterlogged blocks spreads outward, rather than stopping

See the screenshots, the slabs are waterlogged (contain water).

What I expected to happen was the water would not flow over the slabs and spread out.

Also the animation of the water surface of waterlogged stairs can be affected by the nearby water blocks, which shouldn't affect the 'stair water' through the stair, see 2018-03-15_05.23.46.png.

this is more complicated. We expect spreading when hitting full face of waterlogged block, but not spreading after hitting non-full face of waterlogged block.

This is seems to be partially fixed in 18w19a.

Current behavior:
1. When water placed on the top or sides of BOTTOM slabs, only the clicked slab becomes waterlogged. Water no longer flows over the adjacent slabs.
2. When clicking with on a TOP slab, The slab becomes water logged AND the water flows. (Is this the correct behavior?)
3. Once again you CAN use slabs to block flowing. So that too is fixed

However, If you have stacked a BOTTOM and TOP slab, you can not click with water on the top or sides of the combined slab to start water flow.
(Is this the correct behavior?)

I kinda hope the fix doesn't apply to when the top face is solid (eg upper slab). (I forgot to mention those cases.)
