When zombies are in water they don’t swim to the surface like other mobs and they get stuck there. I know they can turn into a drowned but this is not intended because zombies are meant to swim.

Normal Zombies are also super slow in water now, because they don't bob in the water they just walk on the bottom.
Well this change ruins skeletons, as shown in Phoenix SC's video
I believe with the new mechanic of becoming Drowneds they are no longer meant to swim.
