[MC-127915] Levitation has been replaced by slow falling

The bug

Levitation does not exist anymore and has been replaced by slow falling.

To reproduce

Run
```
/effect give @s levitation
```
You will get the slow falling effect, just as if you would have used /effect give @s slow_falling
Run
```
/effect clear @s
```
The icon won't disappear until you quit and reopen the world

Or:

Place a shulker
Switch into survival mode
You will get the slow falling effect.

When gaining slow fall this way, the icon also stays on the HUD for me, and the effect appears to still apply even though doing /effect clear @s says I have no effects.

^ can confirm. Also different levels of slow fall don't seem to make any difference

Looks like the cause of this bug is that the effect number and the hash number is exactly copied from the levitation effect. They are both 25, 13565951. Changing the slow falling effect number to 28, and the hash number to another different number would solve the problem.
