The bug
When you try to use a trident with the riptide enchantment while it's snowing in a biome like, for example, ice plains, you'll notice it doesn't work. However, in other biomes at y=300 (where it can snow) you can use the trident.

The problem is that you can use it at high altitudes where it is snowing.
I was flying with an elytra at a high altitude where it's is snowing and I was boosting myself with a riptide trident. Suddenly, it didn't work anymore because I entered a snowbiome.
If it doesn't work in snowbiomes, it shouldn't work at high altitudes where it snows as well.

I'm pretty sure this is WAI, as you need water to hit your body. The snow thing is a whole other issue.
