You can no longer use riptide at altitudes where the rain changes to snow

Prior to 1.16, we were able to use riptide, even if it was at high altitudes, where is already snowing. However, as of 1.16, we are unable to do it.

Can confirm, though I believe it's intended, as snow isn't used by riptide.
