Mobs can spawn on regular ice

Also it's not raising up height map, so if you need mob spawn on it you need to make sure to have solid block in same subchunk.

This is probably caused by a feature in icebergs biomes that allows polar bears to spawn on regular ice.

Fixed. Polar bears will still be able to spawn on ice though (of course only in biomes where they spawn).

well i can't seem to get polar bears to spawn in normal frozen oceans (even though they are supposed to), also, deep frozen oceans lack regular ice, and since Polar Bears never spawn on packed or blue ice (it seems), they have never spawned in the deep variant, in all of the snapshots
