[MC-128685] Some cobblestone walls disappear when upgrading to 1.13

The bug

After upgrading my world to 1.13, I noticed some cobblestone walls disappeared.

Iron bars not connecting is MC-125625 and double chests becoming single chests is MC-126559. I made this report focus on cobblestone walls disappearing since the other issues are already reported. Also, we moderators are volunteers. We don't know when issues will be fixed.

It turns out the cobblestone walls are still there, just invisible due to MC-127116. This is actually the same bug as MC-125625.
