[MC-128747] Phantoms Not Spawning in Survival Buffet World

After 10 in-game days without sleep on a survival hard-mode Desert Hills Buffet world I am still not getting any phantom spawns at night.

Cannot Confirm. I stayed up for 1 and 1/2 hours and phantoms attacked me in my buffet world. You may have either gotten killed, had certain gamerules enabled, or you were not exposed to the sky.

Edit: Don't forget that they only spawn and attack survival players.

Not sure what I was doing wrong, but you guys are right. I reported this bug prematurely. I'm new to this site, is there a way to delete this bug report? I can't seem to find a delete option.
