Unloading an enderpearl inside an enderpearl stasis machine (sometimes called an enderporter or ender porter) (e.g https://www.youtube.com/watch?v=zKipDINSYLI), or throwing an ender pearl into an unloaded chunk, allows for players to teleport back to that location from any distance in that dimension once that stasis machine is turned off, or chunk is loaded by another player or alt account.
Is this legitimate vanilla teleportation? or is it an unintended glitch that should be considered an exploit.

This is working as intended. @unknown, or some other mod should probably mark it as such, unless you want to keep it open for the devs to decide.
Can confirm in 1.17.1 Release Candidate 1 - however, I really think that this is intended given the resolution of MC-125757.
WAI. This is how ender pearls and chunk-loading are intended to work, it doesn't matter how you use them. So teleport away! I doubt this is an actual problem.
