I found a buried treasure map, and tried to find the buried treasure in Survival, but I couldn't find it although I have dug down like 5 blocks to the stones and sandstones and about 5 blocks around the red cross. However, I found a dungeon below the red cross, and it might cause the chest not to generate properly. I have attached screenshots of my map, and the dug area around me.

Yes really, I don't know what's going on at your end; if you use that seed to create a new world, teleport to the location and dig down to the coordinate I gave you the chest should be there. If you share your world with other people, then take note that the same treasure map will be generated several times for that one treasure chest, so someone else may have dug it up before you. Otherwise I dunno.

I have the same issue. I installed on PS4 from DVD about 6 weeks ago and generated a survival world (I only play survival) A few weeks later, the aquatic update arrived. After weeks of searching, I have now found 4 treasure maps, 3 from ships and 1 from ruins. In each case, I have dug out a HUGE crater (at least 20 wide and 40 deep), going far down past sand into the rock (granite), and found nothing. I have built stone walls around an entire island, and excavated the entire island, and no treasure chest. I am bitterly disappointed that no treasure chests exist in the game. I have wasted considerable time on it too. This bug also means its impossible to get the heart of the sea. Note, this is a private world.
Please provide the seed and coordinates.
