Using a shulker spawn egg on grass/other replaceable blocks will not delete the grass and the shulker will teleport

The bug

When placing any block into tall grass, the block is placed in tall grass's position as opposed to against it. Given the highly block-like properties of the shulker, one would expect that its spawn egg would replace tall grass when used on it, but this is not the case.

:info: In 1.12 you weren't able to place a shulker in the in tall grass' position at all.
