[MC-130764] Cave generator doesn't cut through gravel in the Nether

See attached screenshot. Note that this type of floating gravel is different from the regular floating gravel which is attached to normal terrain.

This issue was fixed by the 1.16 release. Here's a pretty obvious example of gravel getting carved by a nether cave:
