[MC-130979] Phantoms drop 0-3 membranes instead of 3-4 membranes with looting 3

When killing a phantom with looting 3, it gives 0-3 membranes instead of 3-4.

EDIT: Checked, the loot table doesn't affect item quantity, only count. WAI?

Can confirm for 20w11a, but I got 4 before, so it's 0-4 instead of 0-3

It actually drops 0-4 membranes with looting 3, which is to be expected with a minimum stack size of 0, and a maximum stack size of 1.
