The bug
Deep warm ocean biome seems to be completely forgotten by Mojang in terms of updating its generation, surely because it's an unused biome in default world generation.
But although it's an (almost) unused biome, it should be more consistent with normal warm ocean (it doesn't generate sea pickles & coral reefs!).
Actually, it is not completely unused, since you can access it via buffet.

When you load an area, any world generation changes that are made after you load that area will not affect the area you have loaded. Deep warm oceans were removed before corals were added, so you can't get corals in deep warm oceans. -also, coral reefs are intended to be rare, even in warm oceans.
When I say that deep warm oceans generate without stuff, I mean literally that deep warm oceans GENERATE without stuff. The screenshot was taken by me, in a freshly created world in 1.13-pre3. I also say that the deep warm ocean biome isn't completely unused because you can still generate it VIA BUFFET MODE.
Confirmed in 1.17.1. Might get fixed in 1.18, because the Deep Warm Ocean generates naturally in 1.18 ES1. (of course if the change stays until official 1.18 snapshots)

Confirmed for MC 1.13-pre3.As the gamepedia says:Dolphins, Pufferfish mobs, Tropical fish mobs, Warm underwater ruins, Sand, Kelp, Seagrass, Ocean Monuments, Guardians, Elder guardians, shipwreck should appear. *+*+
