[MC-131990] Tropical Fish and Dolphins Not Spawning in Lukewarm Ocean Biome

I have played in a world with a lukewarm ocean for at least a month and I have not noticed any tropical fish or dolphins spawning. Turtles will spawn however.

I had fish and dolphins that appeared in the first aquatic update then when the next update came the fish disappeared and now I just have dolphins I’m on Windows 10 edition

Update: I set the gamerule domobspawning to true and exited the world. Tropical fish spawned but dolphins still won't.

As per my message above how can I fix fish coming back to my world, latest update today hasn't made any change i'm on Window 10 edition - am I in the right place to report this as I didn't want to start a new thread and this seemed the closest to my problem. I have dolphins but no fish anymore.

This bug was not on windows 10 edition. I cannot reproduce this bug as I do not have the windows 10 edition.
