After breaking blocks in low light the lighting for the broken block does not get updated (observed with cleanstone broken by a stone pickaxe).
If a block next to it get broken, the lighting of the first block get updated but the socond blocks place is lighted wrong.

I just had the problem with more than one surfaces not updating. But I destroyed the next block before I clould make an screenshot.
Can confirm in 1.13-pre5.
It happens when you're breaking towards north. Put a torch somewhere and start breaking to north and the bug will happen.
Might as well comment about my experience.
Lighting appears to be massively broken in 1.13-pre6. I was working on a strip mine, digging down within the side of a mountain, and no matter how far down I dug, it was still as light as day down there.
Night fell, and now, there's no moonlight whatsoever. And to add to that, I placed torches down in the mine and this is the result:
So, in essence the lighting engine is completely broken in 1.13 at the moment, at least for me.
I also have issues with torches. I have to place an block to update the lightning. See the screenshots, I guess it's the same issue.
I've still got a lighting issue in 1.13-pre8. The original glitch that I posted about earlier is fixed, however, when I removed all torches from this mine, it still appears bright as day down there.
I'm not sure if this is relevant to this bug or not. Either way, there is still an issue here.
Oddly I have the same issue but instead of only 1 surface not receiving a light update as pictured here all surfaces that previously contacted the broken block remain dark.
