Trackpad/Touchpad scrolling direction reverses

Scrolling through the Hotbar when ingame (Multiplayer and Singleplayer) with the trackpad/touchpad becomes impossible or very hard very quickly as the selected item box refuses to move, moves slowly or gets stuck and possibly reverses scrolling direction for seconds at a time making it impossible to use

This happens in all 1.13 pre-releases and snapshots but not in 1.12.2 stable
