randomTickSpeed gamerule does not affect the speed of snowfall

The bug

When we set the randomTickSpeed gamerule to for example 100.0 and we are in a snow biome, the speed at which the snow falls is not increased.

How to reproduce

  1. Create a new world with buffet modifiers, for example: Ice Pikes.

  2. Run:

    /fill ~-15 ~-1 ~-15 ~15 ~-1 ~15 stone
    /weather rain 9999
    /gamerule randomTickSpeed 150

    → ❌ The snow arrives at the same speed as if the randomTickSpeed gamerule was at 3

This gamerule ( randomTickSpeed ) affects block ticks, not weather. Read this article.

@unknown, the Wiki cannot be used as reference, because the wiki is describing the as-is state of the game.

Fixed. BTW: I didn't use it as a reference. I used it as an extra source of information.

Should be left open for the same reason as MC-93320, perhaps they should be merged even.

Can confirm in 21w06a.

Fixed in 23w31a. Speed of snow accumulation is now affected by randomTickSpeed.
