[MC-132877] One-high grass and ferns cannot be harvested

When using shears on one-high grass and ferns, there are no drops. However, two-high grass and ferns have drops as normal.

I don't think this issue is a duplicate of MC-124955. Look more closer:
MC-124955 is about the natural generation of grass and ferns;
MC-132877 (this report) is about harvesting one-block-high grass and ferns using shears.

Cannot reproduce. Both drop items as expected.
