Inconsistency: Player, Ender Dragon, and Wither don't drop their heads when killed by charged creeper

The bug

As you know, Creeper, Zombie, Skeleton, and Wither Skeleton drop their heads when killed by charged creeper. However, this does not apply to the following mobs:

Ender Dragon❌ : should drops Ender Dragon head.
Wither❌ : should drops Wither Skeleton head(Otherwise, a unique head should drops, although this is already a feature request)
Player❌ : There are two solutions here:
1)After death by charged creeper drops standart Steve(or Alex) head
2)Drops the head, depending on the player's name (For example, the player Tuce4ka was killed and drops Tuce4ka's head)
[I recommend the second solution]

Duplicate of MCPE-18618, which was marked as Works as Intended.

It doesn't matter that it's MCPE, they have the same mechanics and this should be marked as WAI.

Confirmed for 1.13.1.

Confirmed for 1.13.2-pre2.

This WAI, as the Ender Dragon head is supposed to be a reward for going farther into the end and finding the elytra ships, and besides, in survival, who is gonna even attempt this?

You pretty much contradicted yourself, it's a bigger challenge to get it via creepers. And it would make it farmable, in a really hard way. This would be an awesome system of game mechanics, especially if you try to automate it as far as possible.
Apart from that, designing the game is Mojang's job, so declaring something WAI that doesn't obviously work as planned should only be done by a dev.

The Wiki is not an official source, it is run by volunteers who are describing the current state only.

unable ´test to version 1.9.4 because /summon lightningbolt is invalid.
I do not remember the coordinates

and this is hard

Please make sure that your comment is how you want it BEFORE you send it, because every edit sends a mail to every watcher. You just caused up to 128 mails to be sent (depending how Jira now groups things, it's probably less).
There's also not much use in testing old versions. And commands were different back then, so it's definitely possible, just not like that.

@CreeperMagnet_ no, Jey Spud tagged this as WAI, which is misleading as he referenced the unofficial wiki source
