Coral fans and dead coral fans never drop as item

Normal coral (not fans or blocks) can be collected with the bare hand; no shears or silk touch required.

Coral fans don't drop anything when mined with regular tools but should drop itself when mined with silk touch

Along with the fix, normal corals now require silk touch too.
