This has always been the case. Coarse dirt is used to prevent grass and mycelium from spreading onto it while allowing plants like tall grass, ferns, flowers, sugar cane, and saplings to be planted on it, so WAI.

@gaspoweredpick,But in the Minecraft Wiki,it doesn't grow grass in the coarse dirt,but it does in a pre-release version,grass grow on the coarse dirt.

That’s meant to be read as “grass blocks don’t spread to this dirt variant”.
