My screen can show up to 75 Hz.
This is the refresh rate I have set for the desktop, but I cannot see it in any resolution in the "fullscreen resolution" setting. Every option leads to 60 Hz or less.
Even "Fullscreen Resolution: Current" does change the refresh rate to 60 Hz.
The problem probably resides in the fact that 1080p@75 Hz is not available by default on nvidia config panel. I had to create a custom resolution for my screen to reach 75 Hz.

Please check if that's still an issue in the latest 1.14 development snapshot. Currently that is 19w09a.
Currently running 19w09a, I now only have the "Fullscreen Resolution: Current" option in the control. Moving the cursor does not change the text.
In windowed mode, I get 75 fps with VSync enabled, this works as expected.
When going into fullscreen mode, my monitor shuts down for a second (probably changing from 1080p75 to 1080p60), and then I see 60 fps on the debug info.

Since the bug report, I have changed :
Java version (1.8u171 -> 1.8u201)
GPU (GTX 760 -> RTX 2060)
Windows version (1803 -> 1809)

Just found out the solution my guy.
Instead of using Nvidia control panel for overclocking your monitor you need to use CRU(Custom Resolution Utility)

Click "Download:Â cru-1.4.1.zip"

[Make sure you deleted your overclocked profiles from Nvidia ALL OF THEM]
Extrack the zip file on a folder and then open "CRU"Â
In the top left corner the model of your monitor should be displayed with an (Active) thingy near to it
Make sure it says active dude
then just click on addÂ
Once you click add make sure that "timing" is on Manual and just change the refresh rate in the litlle box below dude. then press ok.

Once all of that is done just exit out of the program clicking on the "ok" button
Now go back to the folder where you extracted CRU and click on "restart" if you have 32bits O.S or "restart64" if you have a 64bit O.S
Once you click it its gonna black out your screen for a few seconds dont worry about it its normal its just restarting your graphics driver you need to do this in order to see the 75hz option on the nvidia panel.
Once its done its goint to promp this little thingy. just click exit lol
then go to your nvidia control panel and there it is my guy! 75hz!
Now for the real test... just go to minecraft and boom! magic!
Just to add the result of some experiments I have made, I actually have 1920x1080@75 Hz when selecting 1920x1080@25 Hz mode.
